We introduce ourselves as Rwandan Protocol for a Rwandan Kingdom “Ihuriro ry’Inyabutatu-RPRK” based on a Constitutional monarchy.

Surely, your advice to President Kagame to open a dialogue with the opposition is “ the best ”. We wish to congratulate His exellency President Jakaya Mrisho Kikwete for the constructive initiative. Also we wish His excellency to continue being an inspiration for a peaceful solution and a fervent Supporter of Human Rights across the Great Lakes Region.

We have repeatedly called without success President Paul Kagame for a dialogue and we hope this time he will take advantage of your constructive advice.

We enclose a copy of a recent Communiqué for sharing this painful commemoration with the survivors and those whose beloved ones were killed during the genocide against the Tutsis in Rwanda in 1994.

A Communiqué for sharing this painful commemoration with the survivors and those whose beloved ones were killed during the genocide against the Tutsis in Rwanda in 1994

Dear Fellow Rwandans from inside and outside Rwanda due to different circumstances,

During this mourning period (Icyunamo), the organization which aims to re-install the Constitutional monarchy in Rwanda – Ihuriro ry’INYABUTATU-RPRK (Rwandese Protocol to Return the Kingdom) unites in mourning with the Tutsis, Hutus, and Twas whose beloved ones were killed during the 1994 genocide against the Tutsis and also with the survivors of that genocide . The organization Inyabutatu-RPRK wishes to share this painful moment with all of you and comfort you during this 19th commemoration of the genocide against the Tutsis in Rwanda.

The organization INYABUTATU-RPRK (Rwandese Protocol to Return the Kingdom) takes this opportunity to ask President Paul Kagame the following:

• To acknowledge before the survivors of the 1994 genocide that he himself contributed tremendously to it when he plotted and executed the shooting of the presidential plane in which President Juvenal Habyarimana perished, violating the Arusha peace agreements, as his sole goal was to seize power by force.

• To accept and confess before God and Rwandans, especially survivors of the genocide, that he used the blood of the victims as a bridge to power. To acknowledge that “his right hand men” had advised him not to shoot down President Juvenal Habyarimana’s plane, it being a cowardly act that would trigger the extermination of the Tutsis due to the ethnic problem prevailing during that time of war.

• The organization INYABUTATU-RPRK is asking President Paul Kagame to stop mocking genocide survivors by claiming to be the one who stopped the genocide against the Tutsis. There is clear evidence that after shooting down the plane of President Juvenal Habyarimana on the 6th April 1994, the soldiers of the Rwadese Patriotic Front under the command of Paul Kagame started their military offensive towards Kigali capital whereas the Tutsis were being slaughtered all the way without any rescue or intervention.

• The organization INYABUTATU-RPRK would like to bring to the notice of the tri-ethnic groups of Rwanda that Kagame never permitted his soldiers to rescue the Tutsis who were being killed, he instead cynically summoned his troops to take advantage of the killings and capture the hills of Rwanda.

Kagame put no special military group, quick reaction force or intervention force in place to liberate the Tutsis during the 90 days of genocide. He deliberately abandoned his own ethnic Tutsis and seized power in the meantime. Those who survived were either left dead, lying unconscious, or were hidden by some brave Hutus risking their own life. The organization INYABUTATU-RPRK has evidence that many of Kagame’s soldiers faced firing squad or imprisonment on his orders because they had diverted from capturing the hills, instead going to rescue their Tutsi families and friends who were being killed during the genocide.

• The organization INYABUTATU-RPRK asks President Paul Kagame to admit and confess before God and all Rwandans the role he played in killing innocent Hutus between 1990-1994 just because they were Hutus, also the organization asks him to let Justice take its course.

• The organization INYABUTATU-RPRK calls on President Paul Kagame to admit and confess before God and all Rwandans the role he played in the attack and mass killing of Hutu refugees that were in the refugee camps and the forests of the Democratic Republic of Congo (former Zaire) in 1996 on the basis that they were Hutus. The “UN MAPPING REPORT” indicates that the mass killing of Hutus in the D R C in 1996 may be considered as a genocide by an independent court.

• The organization INYABUTATU-RPRK asks President Paul Kagame to accept that decisions about the day of commemorating the victims of the genocide should be reached by the consensus of the three tribes of Rwanda (Tutsis,Hutus,Twas) so that all people who were innocently killed due to their ethnic origins be commemorated indiscriminately.

The organization INYABUTATU-RPRK (Rwandese Protocol to Return the Kingdom) would like to invite survivors of the 1994 genocide against the Tutsis to condemn without any reservation the cynicism of President Paul Kagame who continues to pretend every year during the commemoration of the 1994 genocide that he shares the people’s pain; yet he knows that he played a clear role, because, by assassinating President Juvenal Habyarimana, he triggered the genocide and with cowardice abandoned the Tutsis inside Rwanda to their killers.

He also refused the advice of colleagues in his movement’s Executive Committee who had warned him that killing President Juvenal Habyarimana would lead to the extermination of the Tutsis inside Rwanda due to the political atmosphere which was prevailing in Rwanda in 1990-1994.

The organization INYABUTATU-RPRK calls on all Rwandans (Abahutu, Abatutsi, Abatwa) who wish the truth to prevail about the genocide to continuously denounce President Paul Kagame. He cynically tries to persuade survivors of the genocide that it was he who halted the genocide. Yet he is the one who triggered it, using the situation to seize power, onto which power he is still gripping with bloody hands.

May Almighty God give all of you the spirit of patience during this 19th Commemoration of the Genocide against the Tutsis and bring eternal rest to all victims.
