Why didn't Kagame allow the UN to intervene and stop what Kagame now calls the Tutsi genocide ?

As early as April 30, 1994, RPFA/Kagame wrote to the UN staying that:


( a) the massacres of the Tutsi hand ended and,


( b) RPF/A would fight UN forces if the UN deployed in Rwanda. The 1994 massacres started immediately after downing the then President's jet, killing the two Hutu

president of Rwanda and Burundi.

Critical questions:
1. Why does Kagame accuse the international community/UN of refusing to intervene during the 1994 massacres yet by his letter dated April 30th 1994 Kagame opposed UN intervention

and he treated to fight the UN troops of the UN deployed?

2. The then Hutu dominated government kept asking / begging the UN to intervene. Is it possible that the then government ( a) prepared genocide BUT kept asking the UN to intervene

and stop the Tutsi genocide the gov had prepared to wipe out the Tutsi AND it was the Tutsi dominated rebels that did not want the UN to intervene and stop the massacres against the

Tutsi?

3. If it was massacres against the Tutsi and ( a) Kagame is Tutsi, ( b) RPA/F was predominantly Tutsi and ( c) Kagame saved the Tutsi. Why didn't Kagame allow the UN to intervene and

stop what Kagame now calls the Tutsi genocide ?

4. At what time - date - did did RPF/A " discover" that what they call Tutsi genocode lasted for 100 days from April 6, 1994 since by their letter, RPF/A says the Tutsi genocide had ended

by April 30th 1994?

Did RPF/A tell a lie in their letter or RPF/A told a lie in their "100 days" narrative?

Certainly, it's not 100 days between April 6th 1994 ( then the massacres started) and April 30th, 1994 ( when RPF/A wrote that the massacres against the Tutsi had ended), right?

5. The fact that the then RPF/A / Kagame rebels had the final say over whether or not the UN would deploy to Rwanda and were strong enough to threaten fight UN troops, IS PROOF that:


( a) the then Hutu government had collapsed and,


( b) RPA/F rebels were stronger than the then Hutu government:


( i) Is it possible that the Hutu government prepared genocide and waited to execute the genocide plan when the gov had actually collapsed?

( ii) Since RPA/F was strong enough to fight UN troops and stronger than the then gov, where was RPF/A/Kagame as the then gov executed genocide for 100 days from April 6th 1994?
